Federal Highway Research Institute (BASt)

The BASt has expertise in the assessment of driver assistance systems, their interaction with the driver, in the development of test procedures as well as the implementation of vehicle dynamics testing, mainly due to its national and international project participations: aFAS, interactIVe, AdaptIVe, ASSESS, ASPECSS, AKTIV, UR:BAN and KONVOI. The work group regarding “Legal consequences of progressive vehicle automation” was initiated by BASt – the focus being on the continuous vehicle automation, which is also the subject of PEGASUS. The competence of BASt regarding PEGASUS results from the interdisciplinary structure, its proximity to the development of vehicle regulations and the focusing on questions regarding the testing of active safety as well as the human-machine interaction of automated driving functions.

In the first subproject, the BASt will identify automation risks, which may arise from the novel interaction of the highly automated driving system with the driver. In particular, the focus will be on the influence of the traffic environment in transfer scenarios (transitions in the execution of the driving task), which are empirically examined in the field. Thereby, BASt can use the scientific expertise for the analysis of the controllability of automated intervening systems, under driver control, together with the experimental vehicle from the subproject People in Traffic (MV) of the UR:BAN project. In the second and third subproject, BASt will contribute to the practical experiences regarding the development of test procedures as well as the implementation of vehicle dynamics tests, given its national and international project participants (for example, ASSESS and ASPECSS) and appear as official Euro NCAP test laboratory and German representative at Euro NCAP. In the fourth subproject, it will bring its expertise regarding the implementation in international regulations as a technical advisory body of the BMVI.
